the package is lacking a "scope" definition, showing as "Unknown", while clearly being installed in "machine" context

### Steps to reproduce

winget install --verbose ThielickeITSolutions.TIPP10 --scope=machine
winget install --verbose ThielickeITSolutions.TIPP10 --scope=user

### Actual behavior

the package cannot be installed, when "machine" or "user" context is demanded by external environment

### Expected behavior

the package should contain the "machine" scope instead of "Unknown"
