Installing Microsoft Office from an import `.json` file results in an empty setup shell that shows no progress

### Steps to reproduce

Create an import file with the following contents:

### Actual behavior

The setup.exe screen opens and shows a moving progress bar in the tasklist, but no progress is seen.

### Expected behavior

Microsoft Office is installed.
