[Package Issue]: dotPDN.PaintDotNet

Brief description of your issue

When attempting to update dotPDN.PaintDotNet via winget, the application is uninstalled and the updated version is not installed afterwards.

Steps to reproduce

Install an earlier version of dotPDN.PaintDotNet via winget, then update it via:

winget update dotPDN.PaintDotNet

Actual behavior

winget uninstalls dotPDN.PaintDotNet as part of the update process, and begins to install the new version but then fails for some reason.

Expected behavior

winget uninstalls dotPDN.PaintDotNet as part of the update process, and then installs the new version successfully.
