Brief description of your issue

Winget reported that Microsoft.DotNet.SDK.9 needed to be updated. So I ran winget upgrade -i microsoft.dotnet.sdk.9 --verbose only to be shown a dialog where I could uninstall or repair my current version. Nothing in there about upgrading the version I had.

Steps to reproduce

With version 9.0.103 of Microsoft.DotNet.SDK.9 installed and using winget.exe v1.10.320, run winget upgrade -i microsoft.dotnet.sdk.9 --verbose.

Actual behavior

I saw a dialog offering to let me repair or uninstall the package.

Expected behavior

I expected the package to be updated.

Research direction

Start by reproducing the reported winget upgrade -i microsoft.dotnet.sdk.9 --verbose behavior with Microsoft .NET SDK 9.0.103 and winget v1.10.320, then inspect the package's manifest and installer behavior. Done means identifying why the upgrade invokes uninstall or repair and confirming that the package upgrades to version 9.0.200.
