[Package Issue]: Tableau.Desktop

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

Running the winget install -e --id Tableau.Desktop fails at the download stage. Looks like there was a similar problem on previous versions.

Downloading https://downloads.tableau.com/esdalt/2024.3.0/TableauDesktop-64bit-2024-3-0.exe
An unexpected error occurred while executing the command:
Download request status is not success.
0x80190193 : Forbidden (403).

I can download the file directly from the link above.

Steps to reproduce

Run winget install -e --id Tableau.Desktop will fail when trying to download the executable.

Run winget download tableau.desktop will fail on the download.

Actual behavior

The other apps I use all download and install properly. This is the first time I've encountered a problem. Looks like previous versions of Tableau have the same problem - Tableau seems to be blocking downloads.

Expected behavior

The install begins but fails during download:

Start by reproducing winget install -e --id Tableau.Desktop and winget download tableau.desktop, then compare their behavior with directly downloading the listed Tableau URL. Done means the package can download and begin installation without the 403 error, or the issue is documented as blocked by Tableau's download policy.
