Can't upgrade pnpm to newer version even if newer version is available.

Steps to reproduce

Install older version, and try to upgrade to new.

Actual behavior

$ winget upgrade --id pnpm.pnpm
No installed package found matching input criteria.

Expected behavior

Package pnpm should be upgrade to newer available version.
