Research direction

Start by reproducing winget upgrade --id VideoLAN.VLC --force with the reported Windows Package Manager environment and review the VideoLAN.VLC package metadata for the install-technology mismatch. Done means the package can upgrade from 3.0.20.0 to 3.0.21 without requiring an uninstall.
