[Package Issue]: IrfanSkiljan.IrfanView claims to successfully update, but doesn't

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

When updating Irfanview from version 4.62 (32 bit) to 4.66 (32 bit), the installation will apparently succeed, but the update does not apply.

Steps to reproduce

1. Install older version of Irfanview
2. Update via winget
3. attempt to launch it again, the update will not apply.

Actual behavior

The update claims to install successfully, but the update does not apply.

Expected behavior

The version to be updated successfully.
