- I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue
when doing a upgrade, it uninstalled my GDKX (Xbox-enabled GDK 2023.06-GDKXUpdate2-10.0.22621.4304) and installed a regular GDK (without Xbox Microsoft.GDK.2306.230603)
Steps to reproduce
winget upgrade --all
Actual behavior
installs Microsoft.GDK.2306.230603
Expected behavior
don't do anything because GDKX is not publicly available
Environment
Windows Package Manager v1.6.3482
Windows: Windows.Desktop v10.0.22631.3085
System Architecture: X64
Package: Microsoft.DesktopAppInstaller v1.21.3482.0
