Brief description of your issue
Currently installed Chrome Dev on my laptop is v123.0.6272.2,
but the WinGet rule is "> 121.0.6115.2" even when the "available" version is lower than the installed version

Steps to reproduce
Install Google Chrome Dev browser on Windows 11 PC and then run "Winget Upgrade" command
Expected behavior
I expected to see a recommendation to install a newer upgrade, not something months in the past.
Actual behavior
Nothing. Newer version already installed.

Windows 11 Pro, executing "Winget Upgrade" from Windows Admin command line
