[Package Issue]: KiCad.KiCad needs new download urls

Brief description of your issue

Due to insane DDOS behavior of winget, we have permanently blocked winget from downloads.kicad.org

I don't know what in the world is wrong with winget, but in a winget download session, all it does is spam new HTTP GET requests

In this image, my IP is highlighted when I tested winget download kicad.kicad, only once. It generated 270 requests.

In a 24 hour period, we have over half a million get requests due to winget from just 6 users.

It continued the requests even with Cloudflare returning HTTP 429 rate limit codes.
As such, winget is will be outright blocked from our infrastructure. ;)

Start by reproducing winget download kicad.kicad with the reported Windows Package Manager version and review the request behavior described in the issue. Trace the KiCad.KiCad package definition and its download sources, then verify that the updated sources work and that the command makes only the expected request without repeated rate-limited retries.
