- I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue
Attempting to install a .NET runtime version lower than any installed one results in an installation failure.
Steps to reproduce
> winget install Microsoft.DotNet.Runtime.7
> winget install Microsoft.DotNet.Runtime.6
Actual behavior
Found an existing package already installed. Trying to upgrade the installed package...
No applicable upgrade found.
Expected behavior
The lower version runtime should be installed without problem.
