[Package Issue]: Foxit.FoxitReader

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

While running "winget upgrade --all", Foxit.FoxitReader (updating from 12.1.0.15250 to 12.1.0.15332) shows the MSI installation help text in a new window and does not update the application.

Steps to reproduce

1. Have a prior build of Foxit Reader installed
2. Run "winget upgrade --all"

Actual behavior

New window is presented with msiexec help information, as if, "msiexec --help" was run. Upgrade progress stalls until user clicks on the "OK" button in that new window.

In terminal, an error is captured:
Installer failed with exit code: 1639
One of the installation parameters is invalid. The package installation log may have additional details.

Expected behavior

Silently upgrade package.

Start by locating the Foxit.FoxitReader package manifest in the winget-pkgs repository and review its MSI installer configuration against the reported upgrade command and exit code 1639.
