- I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue
While running "winget upgrade --all", Foxit.FoxitReader (updating from 12.1.0.15250 to 12.1.0.15332) shows the MSI installation help text in a new window and does not update the application.
Steps to reproduce
- Have a prior build of Foxit Reader installed
- Run "winget upgrade --all"
Actual behavior
New window is presented with msiexec help information, as if, "msiexec --help" was run. Upgrade progress stalls until user clicks on the "OK" button in that new window.
In terminal, an error is captured:
Installer failed with exit code: 1639
One of the installation parameters is invalid. The package installation log may have additional details.
Expected behavior
Silently upgrade package.
