[New Install is out-of-date immediately and update fails]: Anaconda3.Anaconda3

Please confirm these before moving forward

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

A new anaconda3 install immediately shows an update is available and then the update fails

Steps to reproduce

With Anaconda not installed, I run "winget install anaconda3.anaconda3" and it installs anaconda3 "py310_2023.03-0". If I immediately run "winget upgrade" it lists an available update "2023.03". If I accept the update and run "winget upgrade --all" the update/upgrade fails with this msg: "Installer failed with exit code: 2" and still shows an update is available if I rerun "winget upgrade".

Actual behavior

It is unclear if the correct package is being installed and any update fail
This seems like an unknown state

Expected behavior

I would expect "2023.03" would be installed but instead "py310_2023.03-0" is installed.
I would expect a new install would not have an available update
