Description

Description of the new feature/enhancement

There are some packages where the publisher only retains the newest copy, and wingetbot is either unable to update the manifest properly #107968 or the link is version specific #104960 . Notifying package submitters would allow them (by pinging them in the removal PR) to avoid total removal when just an update would be necessary.

Sites like wikipedia automate this similarly:

A user is notified their image is about to be removed since it is unused, and is given notice to either fix it or let it go.
