[Package Issue]: Anaconda.Miniconda3

Please confirm these before moving forward

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

The latest version py310_23.1.0-1 pointed to different versions for x86 and x64. This must need a fix. Also, we need to check for other old versions and add them to winget, if it's possible.
Another point is that the versions before 4.8.2 may have different version semantics with all numeric version numbers, we need to check that at first in order to decide to add versions older than 4.8.2 .

Expected behavior

The latest version py310_23.1.0-1 pointed to different versions for x86 and x64. It must to install same version for x86 and for x64.

Start with manifests/a/Anaconda/Miniconda3/py310_23.1.0-1/Anaconda.Miniconda3.installer.yaml and compare the x86 and x64 installer versions. Check available Miniconda releases and how versions before 4.8.2 should be represented. Done means the latest manifest uses the same release for both architectures and any compatible older versions are added.
