Description of the new feature / enhancement
Currently global.json has a .NET 9 SDK which goes out of support in November so bump that to 10.0.400, add an explicit rollForward policy as well as it's currently missing and not all know what the default is. Change TFM:s to .NET 10
Proposed technical implementation details
All is updated to .NET 10, probably makes sense to update some dependencies as well.

Research direction
