Description

Description of the new feature / enhancement

A feature to change the "package Id" easily keeping all previous versions and each version's PRs for reference.
A change in the name of the folder (company or software). eg. Google.Chrome
This would also require winget to link the old names to the new ones for users.

In short, ability to change the company name or software name in the Package Identifier.

Research direction

The issue does not name files, tests, or entry points. First clarify how identifier changes should preserve versions and pull requests, and how old identifiers should map to new ones for users; done means the rename flow and backward compatibility behavior are defined and verified.
