Brief description of your issue
When attempting to update or install packages that pull from github they fail with the below error, this does not appear to be the case if they pull from a different webpage or the MS Store.
An unexpected error occurred while executing the command:
InternetOpenUrl() failed.

Run an update or install of any package that pulls from github
Expected behavior
Software is successfully installed or upgraded

Errors with the following output
