Description of the new feature / enhancement
It would be nice to have the option to read Changelogs, using winget.
Examples :
winget show --changelog --id abc
winget show --releasenotes--id abc
Maybe having the option to give a range :
winget show --changelog[newest] --id abc -> newest VersionChangelog
winget show --changelog[installed] --id abc -> VersionChangelog of installed version
winget show --changelog[installed:newest] --id abc -> all VersionChangelogs from installed to newest
if the package maintainer does not provide the information :
winget show --changelog --url --id abc -> could open a browser or just show a url for a releasenotes page
