What's the point of installing with --skip-dependencies if winget just installs those dependencies the next time you upgrade? Memorizing which packages you skipped dependencies for is obviously not viable. upgrade --all is also useless as a result, which is exacerbated by the fact that there's currently no reliable way to upgrade multiple packages: #2686.
Proposed technical implementation details
Record the IDs of packages which were installed with the --skip-dependencies flag and automatically apply --skip-dependencies for those packages on upgrade.
