WinGet CLI
Description of the new feature / enhancement
The current spinner animation (using |/-\|/-\|) started getting boring and it doesn't look that much like spinning. I found these spinners from sindresorhus/cli-spinners and I think some of them might fit for winget (dots, dots10, dots12 since it looks like Windows loading, dotsCircle) and convey the spinner meaning more. Maybe even keep the current one as the default and just add new spinners as options.
Proposed technical implementation details
Add a spinner setting to visual settings just like progressBar

Research direction
Start by tracing how the existing visual.progressBar setting is defined, parsed, and used in the WinGet CLI. Review the linked spinner examples and determine how spinner choices should be represented; done means a visual.spinner option selects the requested animation while preserving the current default.
