Winget fails to upgrade anything

Brief description of your issue

Winget doesn't upgrade any packages.

I ran these commands:

winget source reset --force

winget source update

winget upgrade

Add-AppxPackage -Path https://cdn.winget.microsoft.com/cache/source.msix

Winget version is:

Expected behavior

Winget should upgrade any packages it finds

Actual behavior

Winget fails to upgrade any packages. Instead it throws this error: "Failed when searching source: msstore
An unexpected error occurred while executing the command:
WinHttpSendRequest: 12030: The connection with the server was abnormally terminated."
