Description of the new feature / enhancement

Per winget-pkgs/issues/271464#issuecomment-3039248998, some packages are blocked because downloading them requires that the referrer be included in the request. However, neither winget, nor winget-pkgs' manifest standard, provide a way to indicate that the referrer needs to be included.
