Description
Description of the new feature / enhancement
Per winget-pkgs/issues/271464#issuecomment-3039248998, some packages are blocked because downloading them requires that the referrer be included in the request. However, neither winget, nor winget-pkgs' manifest standard, provide a way to indicate that the referrer needs to be included.

Research direction
Begin with the linked winget-pkgs issue and comment to understand the package and referrer requirement; no files or tests are named in this issue. Define how a manifest would request a referrer and how winget should apply it, with completion meaning the requirement is represented and honored without relying on an unspecified user-agent change.
