WinGet configure command on WS 2025 - System.Runtime load error

Brief description of your issue

I'm trying to run the winget configure command on a Windows Server 2025 machine. It gets an assembly load error: ---> System.Management.Automation.CmdletInvocationException: Could not load file or assembly 'System.Runtime, Version=8.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a'. The system cannot find the file specified.

Steps to reproduce

Using a fresh installation of Windows Server 2025:

1. Run winget configure -f "C:\Users\mthalman\Desktop\dotnet_basic_config_website.winget" --accept-configuration-agreements
