Description
Description of the new feature / enhancement
Consuming the COM APIs is hard; it's not clear what is the right way to reference the nuget packages to make things work. We should add a .targets file that covers all that setup. If that is not possible, add a readme.txt with instructions and have VS automatically show it on install

Research direction
Start by locating the NuGet packaging configuration and the COM API consumption setup in the repository. Determine whether a .targets file can automate the required references; otherwise document the setup in a readme.txt. Done means a consumer can install the package and follow the resulting setup without additional undocumented steps.
