Description

Description of the new feature / enhancement

winget configure uses the modules under %LOCALAPPDATA%\Microsoft\WinGet\Configuration\Modules\. These modules don't get automatically updated. If someone deleted the modules, the CLI would then fetch the latest ones from the PowerShell gallery. Ideally, a default behavior could be to upgrade any modules if there's a higher version available.

Research direction

Start at the winget configure command and trace how modules under %LOCALAPPDATA%\Microsoft\WinGet\Configuration\Modules\ are located and fetched from the PowerShell Gallery. Done means the default behavior detects a higher available module version and updates the local module, while still fetching modules that were deleted.
