Description

Brief description of your issue

Configuration file failing - appears to not honor "source" value. The first step in the configuration file has source set to winget. However, the file doesn't work unless running running winget remove source msstore

Steps to reproduce
  1. Spin up sandbox with WinGet
  2. Run this WinGet configuration file dotnet_configuration.zip
Expected behavior

For the file to work again :P

Actual behavior

The configuration fails at the first step.
