Research direction

Start by reproducing the Telegram.Unigram dependency installation on Windows 11 IoT Enterprise LTSC with WinGet 1.8.1911. Inspect the diagnostic logs under %LOCALAPPDATA%\Packages\Microsoft.DesktopAppInstaller_8wekyb3d8bbwe\LocalState\Diagnostics and identify why installation stops at 74%; done means the dependency install completes successfully.
