Description of the new feature / enhancement
I have the situation that a specific version of a package doesn't work on my system. There is no newer versino available by now.
To suppress the installation I have to pin the last known working version and further updates aren't reported to me.
Proposed technical implementation details
Add a operation unlist which removes a specific version of a package from all update mechanisms.
