Research direction
The issue names no files, tests, or implementation entry points. Start by tracing how the winget CLI currently handles HTTP(S) proxies, then determine the scope needed for SOCKS5 support. Done means the CLI can use a SOCKS5 proxy, with behavior verified against the existing proxy handling.
