Description
Description of the new feature / enhancement
WinGet Configuration needs a full E2E solution for Enterprise Governance as it relates to a full supply chain controlled solution.
We're working with the PowerShell team to follow their lead on leveraging ACR (Azure Container Registry) as one of the supported mechanisms.
This will include the need to enlighten WinGet so it can use installers referenced in REST sources pointing to installers hosted on ACR.

The issue does not name specific files, tests, or entry points. Start by clarifying the ACR installer-reference contract with the PowerShell team and reviewing WinGet's REST-source installation flow; done means WinGet can install packages whose installers are hosted in ACR.
