Description
Description of the new feature / enhancement
Winget is being used in some environments to keep applications up to date, and right now all that work is being done at normal priority. It would be great if there were a --lowprio or --background switch that causes installers to be kicked off at BELOW_NORMAL_PRIORITY_CLASS.

Research direction
Start by tracing how winget launches installers and where command-line switches such as --lowprio or --background are parsed. Check how BELOW_NORMAL_PRIORITY_CLASS could apply to those operations, then verify that the switch lowers installer priority without changing normal behavior when it is absent.
