Research direction

Start by reviewing the existing WinGet CLI installation and packaging paths, then compare them with Windows container constraints. Define the xcopy-style deployment package and verify that it can acquire tools in a Windows container without MSIX. The issue names no files or tests, so repository exploration and maintainer clarification are needed.
