Brief description of your issue
For some packages such as Python 3.9, the --no-upgrade flag does not work. Each time the command winget install --id Python.Python.3.9 --no-upgrade is executed, it downloads the package again and installs it.
Steps to reproduce
The behaviour as above occurs with Python.Python.3.9 and also Nvidia.CUDA. My observation is that packages are affected that return No installed package found matching input criteria. when running winget list <package>. So winget list Python.Python.3.9 returns No installed package, but winget list returns among its results a row with the format Python 3.9.13 (64-bit)
Python.Python.3.9 3.9.13 winget (so it is clearly installed.)
In comparison winget list Git.Git returns a valid result.
Expected behavior
I would expect the same behaviour like for winget install --id Git.Git --no-upgrade, the console should print the message A package version is already installed. Installation cancelled.
Actual behavior
It mistakenly reinstalls the package every time.

Reproduce the issue with winget install --id Python.Python.3.9 --no-upgrade and compare it with winget install --id Git.Git --no-upgrade. Check how winget list <package> reports installed packages versus the unfiltered winget list result. Done means the command detects the installed package and prints A package version is already installed. Installation cancelled.
