Bug: When adding the "--scope machine" switch, winget installs an older version of the software

Brief description of your issue

Currently when using the --scope machine switch, winget will try to install an older version of the software shown when you look it up in winget search ... or winget show ....

Steps to reproduce

Test with a version of VMWare.HorizonClient. Screenshot provided. Highlighted with the noticeable differences:

winget install VMWare.HorizonClient -- Currently shows latest version 8.10.0.37628

winget install VMWare.HorizonClient --scope machine -- Currently shows Version 8.8.0.33776

Expected behavior

It should always install the latest version.

Actual behavior

When using the --scope machine it will install an older version.
