Description of the new feature / enhancement
I may have a package downloaded on my system but not installed and I can fairly easily get the SHA256 of the file. Alternatively, some publishers publish the expected hash of their file with the installer. Unless I run multiple searches for the name, publisher, or moniker, I can't be certain that the package doesn't exist in winget, since the package may be under a different ID or name than I would expect.
As a user, I would like to be able to run winget search <hash> or winget show <hash> to know if a specific package version already exists.

Research direction
Start by tracing the winget search <hash> and winget show <hash> command entry points and how they resolve package identifiers. Determine where SHA256 values are available for package versions and how lookup results are tested. Done means both commands can identify a matching package version by its SHA256 without requiring its name or ID.
