Description
Description of the new feature / enhancement
I am unaware of a way to install a list of applications from the exported .json file for all users. Import is used to install the list of applications from the .json file but the import command does not support --scope=machine.
I don't care what the solution is... I just want a way to export all my applications to a .json with winget on one machine and then to take it to another machine an install all of these applications FOR ALL USERS of that second machine.
There appears to be no way of doing this that I have found...

Research direction
Start with the winget CLI's Import command and trace how it reads an exported .json file and applies installation scope. Define the machine-wide behavior for the imported application list, then verify that importing on another machine installs the applications for all users.
