Always Shows 'Installing Dependencies'

Brief description of your issue

When I attempt to update all of my apps via winget, it always shows 'Installing Dependencies(正在安装依赖项)' although it doesn't have any dependencies

Steps to reproduce

Run

winget update --all

Expected behavior

Shows 'No dependency needs to install' or don't show any message about dependencies when the package hasn't included it.

Actual behavior

Always shows 'Installing Dependencies' while updating first package
