Description of the new feature/enhancement
Add support for HTTP/HTTPS urls to winget install -m [path] option.
This would allow for light weight sharing of YAML files without having to create a new source and register it. This would be useful for sharing one line commands to users to install software not in yes merged in the repos. For example buddy testing.

Research direction
Start with the winget install -m [path] command handling and trace how YAML manifest paths are loaded. Check how URI schemes are currently distinguished from local paths. Done means HTTP and HTTPS YAML URLs work with -m while existing local-path behavior remains intact.
