Description
Description of the new feature / enhancement
Some packages are known by multiple monikers. Take for example GnuPG.GnuPG - it has the moniker gnupg but is also commonly known as gpg. It would be beneficial if both terms could be added as monikers . Similarly, Microsoft.AppInstaller currently has the moniker winget, but it would be great if it could be both winget and appinstaller

Research direction
The issue names no files or tests. Start by locating the manifest definition and validation paths for Moniker in the winget-cli repository; verify how multiple values would work for GnuPG.GnuPG and Microsoft.AppInstaller. Done means both aliases can be represented and used as monikers without breaking existing manifests.
