Description of the new feature / enhancement
Wouldn't it be great if winget would report to the repo server if the version installed is higher than the version which is installed? That way repo staff would know that very likely there is an update that they (and their automatic manifest update tools) have missed.
Proposed technical implementation details
I assume that the repo gets to know what is installed anyway. If that is not true (e.g. because winget loads all manifest files from the server each time and not only an index of manifests) the user should - for privacy reasons - be able to select whether this is reported to the repo or not.
