`winget upgrade --all` finds update but does nothing

Brief description of your issue

winget upgrade --all tells me that at least one update is available, but does not install it:

Steps to reproduce

Run winget upgrade --all where winget list reports at least one entry in the Available column.

Expected behavior

The corresponding application should get updated.

Actual behavior

No update takes place.

Reproduce the issue with winget upgrade --all when winget list shows an available update, then inspect the diagnostic logs in %LOCALAPPDATA%\Packages\Microsoft.DesktopAppInstaller_8wekyb3d8bbwe\LocalState\DiagOutputDir. Done means the corresponding application is installed at its available version rather than merely reported as upgradable.
