Description

Brief description of your issue

winget upgrade --all uninstalls Microsoft.WindowsSDK and fails to install the new version.

Bottom line: the app has disappeared from my system 😭

Steps to reproduce

Run winget upgrade --all on a system with version 10.0.22000.832 of Microsoft.WindowsSDK installed, where the latest available version reported by winget is version 10.0.22621.2.

Expected behavior

Microsoft.WindowsSDK should be upgraded to version 10.0.22621.2

Actual behavior

Microsoft.WindowsSDK gets uninstalled, and then winget fails to install the new version:
