Research direction
Start by reproducing the issue with winget pin add [package name] followed by winget list on the reported Windows and WinGet versions. Review the diagnostic logs in %LOCALAPPDATA%\Packages\Microsoft.DesktopAppInstaller_8wekyb3d8bbwe\LocalState\DiagOutputDir; done means a pinned package no longer appears as available for upgrade.
