Installing MS Store apps via winget breaks the Open button in MS Store app

Brief description of your issue

If you install a store app with winget, the open button in the store listing for that app disappears, and will forever say "modified moments ago" in the library section. Uninstalling and reinstalling the app normally via the Store does not fix this issue. The only way to fix it is to reset the App Installer using the PowerShell command Reset-AppxPackage Microsoft.DesktopAppInstaller_1.19.10173.0_x64__8wekyb3d8bbwe

1. Install a store app using winget
2. Check the store listing page for that app

Expected behavior

The open button should be present on the store listing page.

Actual behavior

The open button is missing on the store listing page.

Windows Package Manager v1.4.10173

Windows: Windows.Desktop v10.0.22621.1194
System Architecture: X64
Package: Microsoft.DesktopAppInstaller v1.19.10173.0

MS Store version: 22212.1401.5.0

Start by reproducing the issue with winget v1.4.10173 on Windows and checking the installed app's Microsoft Store listing. Compare the Store listing before and after installation, then verify that the Open button remains present and the library no longer reports the app as modified indefinitely.
