Brief description of your issue
If you install a store app with winget, the open button in the store listing for that app disappears, and will forever say "modified moments ago" in the library section. Uninstalling and reinstalling the app normally via the Store does not fix this issue. The only way to fix it is to reset the App Installer using the PowerShell command Reset-AppxPackage Microsoft.DesktopAppInstaller_1.19.10173.0_x64__8wekyb3d8bbwe

The open button should be present on the store listing page.

The open button is missing on the store listing page.
