Brief description of your issue

What you see here is, dass the Runtime 3.1.27 is detected outdated but in x86 version. As you see x64 is already up to date. Unfortunately winget is always download and installing x64 version and not x86 version.

Research direction

The issue names no files, tests, or reproduction commands. Start by reproducing the reported state where the x86 Runtime 3.1.27 is outdated while x64 is current, then trace how winget detects architecture-specific versions and selects an installer. Done means winget updates the outdated x86 installation without reinstalling the already-current x64 version.
