Research direction

Start by reproducing winget install sysinternals on the reported Windows Package Manager v1.2.10271 environment and confirm whether installation remains at 3%. Done means the Sysinternals package installation proceeds instead of hanging; the issue names no source files or tests, so further investigation must locate the relevant package-install path.
