Research direction
Reproduce the failure with winget install Microsoft.WingetCreate --verbose-logs in an administrator PowerShell session, then inspect the attached log and the WinGet installer code that handles the reported path. Done means identifying why installation refers to the unavailable D: drive and verifying that Microsoft.WingetCreate installs successfully on a system without that drive.
