Add a .github/copilot-instructions.md file to this repository so GitHub Copilot (and other AI coding agents) have accurate, up-to-date context about the project structure, build/test steps, and conventions.
Part of a broader effort to ensure every microsoft/winget-* and microsoft/mxc repository has Copilot instructions.
